YouTube's "Upload YouTube videos" article describes the same section as the place to "Indicate if you'd like to send notifications to your subscribers for your new video." The setting belongs to each upload, so a silent archive upload does not change how your next video behaves.
What does notifySubscribers do in the YouTube Data API?
notifySubscribers is an optional boolean parameter on the YouTube Data API videos.insert method that sets the same switch for uploads made through the API. Google's reference describes it as indicating "whether YouTube should send a notification about the new video to users who subscribe to the video's channel," and states "The default value is True."
The reference also names the use case for turning it off: "a channel owner who is uploading many videos might prefer to set the value to False to avoid sending a notification about each new video to the channel's subscribers." The parameter goes in the query string of the upload request, next to part=snippet,status, not inside the video resource body.

Who gets the notification when the box is ticked?
Ticking the box makes the upload eligible to notify subscribers, but each subscriber's bell setting decides whether they receive it. YouTube's "Manage YouTube notifications" article lists three bell options per channel:

YouTube says that when someone subscribes, "you'll automatically get personalized notifications," and re-subscribing resets the bell to personalized or no notifications. So a ticked box goes to subscribers on All, a filtered share of subscribers on Personalized, and nobody on None, within the two limits below.
Two more rules cap delivery. "Viewers get a maximum of 3 upload and live stream notifications from each channel in a 24-hour period," so a viewer who already got 3 from your channel that day gets no alert for the next upload, even with the box ticked. And on channels set as made for kids, YouTube says subscribers "won't get notifications" and the bell is fixed at no notifications. Do Shorts, live streams and private videos notify subscribers?
Shorts, live streams and private videos follow different rules from a public long-form upload, and the checkbox does not override them. The rules from YouTube's help centre:
- Shorts. Even subscribers on All notifications get only "some personalized notifications for Shorts based on your subscriptions and watch history." A Short with the box ticked does not ping every subscriber.
- Public live streams. "It's not possible to disable public live stream video notifications." The checkbox applies to uploads.
- Unlisted live streams. YouTube says "unlisted live streams will not send notifications."
- Private and unlisted videos. YouTube's privacy table marks "Shows in Subscriber feed" as No for both, so they stay out of subscribers' feeds while they are private or unlisted.

When do you turn off subscriber notifications?
Turn off subscriber notifications when an upload would spend one of the 3 daily notification slots on a video your subscribers do not need to hear about. YouTube's own example is a channel uploading more than 3 videos in a day, which "can disable some notifications to choose which videos have notifications."
Common cases for a silent upload:
