YouTube sets the default video privacy for creators aged 13 to 17 to private, while "If you're 18 or older, your default video privacy setting is set to public." Two consequences follow from the date-based rule. Your back catalogue does not reclassify itself, so a 90 second vertical video you uploaded in 2023 is still a long-form video earning long-form Watch Page revenue, and it will stay that way. And the answer to the length question depends on when you are asking about, which is why so many articles that were accurate on publication are now wrong without ever changing a word.
Does an uploaded video become a Short automatically?
Yes, and that is the part creators trip over. There is no checkbox and no #Shorts requirement in YouTube's current instructions. Classification runs off two properties of the file: aspect ratio and duration. The first is music. YouTube states that on standard channels "You can use most songs for up to 90 seconds in a 3 minute Short. However, some tracks may be limited to 60 or 30 seconds." Royalty-free music from the YouTube Audio Library carries no such cap and, per YouTube, "won't receive a copyright claim."
The second is copyright enforcement, and it is severe. "Any Short that is over one minute in duration with an active copyright claim of any type, including manual claims, will be blocked globally on YouTube. The video will not be playable or recommended on YouTube, and will not be eligible for monetization." YouTube adds that there are no penalties to your channel and that the Short becomes viewable once the claim is resolved. Below one minute nothing changes: "There are no changes in limitations for Shorts that are less than one minute in length."

The metric that pays you is separate. YouTube kept the older, stricter count and renamed it: "We will keep the existing Shorts view metric, now called Engaged views, in YouTube Analytics so you can see how many viewers chose to continue watching your video." Partner Program earnings run off Engaged views and engaged watch hours, not the headline number under the video. Eligibility through Shorts is also measured in the stricter currency: 1,000 subscribers with 10 million qualified Shorts views in the last 90 days.

There is no published minimum length. And there is no statement of what happens to a Short's classification if you later edit or trim it.
